v7.0.0 tracking issue cosmos/ibc-go#1864

During the upgrade to 0.47 we pulled out ibc-go because it was causing issues (it was not upgraded to 0.47 yet).

We should add it back with both transfer and ICA.

Waiting for ibctest to be possible to use. Multiple blockers:

ibctest not updated for 0.47 and our new genesis commands
IBC relayers are not ready for 0.47 OR tendermint 0.37

Looks like a lot of working is happening on this right now, but very little is ready. Some PR's to keep an eye on:
