Add Hover Effects on Buttons and Smooth Scrolling

I want to make two improvements to enhance the UI:

1. Add uniform hover effects on links in the navbar and the submit button in both the light and dark mode.
2. Implement smooth scrolling to the desired section when those links are clicked.

I believe these changes would give a the website a much more modern look and feel.
