Feature: Less noise version diffrence in reports

When you run a report on a usync folder that was created with an older (pre v8.6) version of umbraco on a more current version you get a lot of property "noise".

this is because the old doctype files will be missing a few properties.

this update tidies up the reporting by injecting the blank values into the old files before we compare them - it just means when these values are not used they don't throw extra changes.
