Uploading a large PDF course map (over 10mb) causes server to hang on request forever #137

We need to figure out a reasonable cap for course map file sizes..........

It's a good way to DDOS the server too.

The main problem here is not the file size, but the physical width/height of the PDF, if it is incorrect (too large), uploading takes forever.
