Overview

We need to be able to send emails from staging. c1@azavea.com etc are not real accounts.

Change the test accounts to be:

systems+iow+c1@azavea.com
systems+iow+v1@azavea.com
systems+iow+a1@azavea.com

And add those as verified addressed in AWS SES so that emails can be sent to them.
