Following up on this comment from Terrence.

Currently to fully open-sourced windows CI/CD builds, we need to investigate how to move the creation of the windows builder image to open infrastructure, it is the only piece that is still being created inside a private infrastructure.

Note
In case we deprecate support for windows, this will not be required anymore.

The only thing that's not open source is the creation of the builder image. I would need to investigate what we have to do to support that. As of right now windows is not deprecated.

But the builder image itself is completely public and the windows builds are public in the GitHub actions ci for kpack.
