Improve logging when adding chains from chain registry

Currently when you add chains to the config from the chain registry via rly chains add ... you get a huge wall of text while it steps through the chains and attempts to configure them. This makes it somewhat hard to see what chains are successfully added and what chains fail to be added. We could definitely eliminate some of these logs so it does not fill the entire shell.
