(Accessibility) Combobox popup indicator should be excluded from Tab sequence #39357

Steps to reproduce

Go to any combobox (EUI docs example will do)
Start tabbing (can start within the combobox to skip ahead)
Stop on the popup indicator (or, dropdown indicator in our case)

Actual Result

Popup indicator is in Tab sequence

Expected Result

Popup indicator should be skipped

EUI Version: 12.0.0

Relevant WCAG Criteria: 1.3.2 Meaningful Sequence - Level A

Relevant ARIA spec: Under "Keyboard Interaction" for Combobox
