Layout action for multi-step reactions in a row works not proper

Steps to Reproduce

1. Add to Canvas two reactions in a row with corrupted elements:
   
2. Click on Layout

Actual behavior

• Elements aren't fixed, two structures are centered:
  

Expected behavior
Chemical elements are fixed and the whole structure is centered, it should be recognized as a multi-step reaction 2:2:1 if the distance:

Distance should be less than 3 bonds as in example from @vanoprenko:
