Loki loglevel not read from config #652

Describe the bug
logger is initialized before the config file is read (similar issue was fixed with promtail)

To Reproduce
Steps to reproduce the behavior:

configure server.log_level: "warn" in loki.yaml
start loki
still logs info messages

Expected behavior
being able to change the loglevel in the config
