Code cell error hover box improvements

To be discussed, based on user feedback, open question for team to figure out

Some options:

• remove box entirely
• tell user that they can view the error in the editor
• remove the code from the box since it's usually pretty useless to see a few lines of code when there's an error in a cell that has 40 lines of code
• make the box stay when you hover over for all languages
• make the box stay when inside of Formulas that had an error
