CONTRIBUTING.md not detected in .github subfolder #24

In ropensci/software-review#455, we find that the check says CONTRIBUTING.md is not found even though it is in the .github/ folder.

I believe the change needs to be made here to include allowable subfolders (.github, inst):

pkgcheck/R/misc-checks.R
