Maybe you could find or create a tile source that includes weather? Sort of like mapbox does here. That one looks to be not released yet though.

MapBox gave me a free account to run their map styles from for Satellite Eyes. If someone can make a tile source then I’ll happily host it using that.

I looked a little more and found this free tilesource. Its just the transparent weather overlay, but they look really good.
Now we’d just need to combine the multiple layers into a png server side, instead of clientside with js. I can’t figure out if that is possible with mapbox.

I’m kind of into this precipitation_cls layer even without a base map, looks cool with vibrancy:
