Describe the bug
There are many places throughout Pilcrow where the font size is less than 16px.

To Reproduce
For example: font sizes for table column headings on the submissions or reviews page are only 12px, while other text on the page is only 14px.

Expected behavior
All font sizes need to be at least 16px or larger

- updates the text size so there is no text smaller than 16px on the site
