Add node 18 to the ci matrix

This PR adds node 18 to the ci testing matrix since it was released on 2022-04-19.

I wonder if we should update our eslint, prettier, and tsconfig repos to also allow the currently supported node versions.

I wonder if we should update our eslint, prettier, and tsconfig repos to also allow the currently supported node versions.

I didn't realize that npm had started warning of engine incompatibility. I think it's a good idea to bump those repos. I'll make a PR for them.

All the warned repos have been updated to have node18 support and the dependency changes were merged in. CI is no longer warning.
