[Core][file name]: issues about html file if its name contains single quotation marks.

Steps:

1. Launch Brackets and open a html file with its name has single quotation marks ', for example: jo's.html
2. Live preview this file.
3. Edit and save the file, and observe the webpage.
4. Close this file from Working Files and switch to another project
5. Find this file on OS, then right click this file and open it with Brackets.

Result:
At step3, there is no changes for this html file, I have to reload it from webpage or relaunch this file to make it change.
At step5, this file cannot be opened in Brackets.

Notes:
As far, this issue not reproduces to other special character, like: % , ( ) . [ ]
