[Core][Open with Brackets]: File cannot be opened with opening Brackets if its name contains single quotation.

According to bug #5498, opening a new bug to track it seperately.

Steps:

1. New a file and make sure its name contain single quotation. like: jo's.css
2. Right click this file and choose Open With Brackets
3. Close this file from Working Files area in Brackets.
4. Then repeat step 2.

Result:
At step 2, this file can be opened with Brackets.
At step 4, this file cannot be opened with Brackets.

Expected:
At step4, it should be opened with Brackets.

ENV: MAC10.9 and WIn8 English OS
Build: 0.33.0-9858

@julieyuan I think this issue has already been fixed by @RaymondLim 's Pull Request #5590. With his change, I can no longer reproduce the issue. However, if I grab the source right before his change, then I can reproduce it.
