Anemone3DS is a custom Theme and Splashscreen manager for the Nintendo 3DS, written in C.
The main contributors are astronautlevel2, LiquidFenrir and Helloman892. That doesn't preclude anyone else though: Anemone wouldn't be what it is without all of our other contributors.
Anemone3DS requires, at the very least, access to the Homebrew Launcher.
However, this will only allow you to install custom themes. To use splashscreens or the QR reader, you'll need custom firmware, which also comes with the added bonus of giving you full access (think root on a Unix system) and access persisting through updates.
