Description
Makes sure the actions are handled correctly.

Changes

Fixes handling of OPEN action
Fixes handling of ACK action
Fixes/removes handling of CLOSE action
Fixes handling of UNACK action
Add delete_alert_scope_enforced to see whether delete:alerts scope is enforced in the config view
