Description

This PR allows us to add Ext_Key_Usage s and Ext_Key_Usage_OIDS to issuers, just as we can to leaf certificates.

TODO

  • test-fixes
  • improvement change log
  • .mdx
  • warn the UI team I'm changing openapi-signatures.
  • this does not need to be backported - it will be for 1.19 only
  • there is no CSV related to this.
  • This shouldn't break ENT and has no associated ENT PR
  • Jira: If this change has an associated Jira, it's referenced either
    in the PR description, commit message, or branch name.
  • There's no associated RFC with this change, but the description in the JIRA (VAULT-30080) is more elaborate that normal.
