This is a cleaned up version of #104 where I've verified that metadata produced here matches what was previously produced and that the Batch implementation works (when appropriate environment variables are set).
A major benefit of this is that
docker-compose upwill start up a full development environment to be paired with oam-browser.Replaces #104, #117, #119.
