3.8.0 beta

I finally managed to release the first beta version of Charu3 SE.
I welcome your feedback.

• Major refactoring
• Compatible with Windows Vista or newer (only tested on Windows 10)
• All settings, etc. are stored in json
• Unnecessary or obsolete features removed
• Some enhancements and improvements
• Several bug fixes
• Some issues will be carried over to the next version
• NO DOCUMENTATION YET
• DIALOG UI STILL IN JAPANESE ONLY
