[PyCDE] Move build and publishing pipeline into repo #7062

Previously was built and published internally. Resolves #1509.

This took a looooooooooooooooooooooooooong time to get right, as evidenced by the number of commits.

I don't think it'll be useful considering the infrequency I anticipate
running these builds.
