updated drought, there were some remaining changes from December 2023, also includes the map generation functions.

updated drought, there were some remaining changes from December 2023, also includes the map generation functions. @joemoorhouse Could you please see changes in lines 21,24,32,109 and 348. seems these were updated recently and I didn't have them when I was running the model back in December.
Inventory.json also updated to incorporate new map path for drought models: maps/drought/osc/v1/months_spei12m_below_index_{gcm}{scenario}{year}_map
