This PR adds an API that enables alternative implementations of lookups in user-space. This means lookup-like chips can exist as independent libraries, rather than as modifications of Halo2 core. Previously this was very hard because the chips were not able to read the assignments like core functions can.

In particular, this dramatically simplifies the witness generation of the bus. (PR).

The API is these functions:

  • Region.query_advice(…) and Region.query_fixed(…). This lets a chip read the previously assigned values.
  • Region.global_offset(…). This lets a chip reason about its position in the global circuit, because lookups work on entire circuit, not just the current region.

The Circuit trait is extended with the following:

This allows runtime parametrization of the circuit configuration.  The extension to the Circuit trait has been designed to minimize the breaking change: existing circuits only need to define the associated `type Params`.

Unfortunately "Associated type defaults" are unstable in Rust, otherwise this would be a non-breaking change.  See rust-lang/rust#29661
