Add a new rosinstall file for devel versions #237

Changelog

  • Add a new rosinstall file for checking out devel versions
  • Use the b-it-bots fork instead of KCL-Planning for ROSPlan package

The new rosinstall file has been tested by setting up and building a new catkin workspace from scratch on the robot.
